update all remaining srdp and vlass workflows for stage updating

Charlotte Hausman requested to merge fix_alembic_migrations into 2.8.1-DEVELOPMENT

doesn't include:

  • single stage workflows: ingestion, qa-fail, null, vlass image caching (still need to decide if stage breakdown is necessary for these)
  • unused workflows (restores, etc.)
