WS-1849: Added RADIAL setup to the workflow container

This is setup that needs to be done in the workflow container to allow it to reach the RADIAL cluster as per K. Scott's wiki document. This will also involve mounting an authentication token from the NIS vlapipe user's home directory into the container, but I need to do some more thinking on that.

Are you intending for these changes to be in the local files? I'd think you'd want them in dev?

They need to be within the workflow container.
