WS-1808 VLBA and GMVA ingest workflows

Daniel Nemergut requested to merge ws1808-vlba_ingest_workflow into 2.8.2-DEVELOPMENT

This makes the workflows and necessary templates for VLBA and GMVA ingestion. They both call ingest_envoy --observation but the GMVA workflow calls the gmva_ingester first. They're staging area is different than the default in the ingestion settings so there's a bit to make that work.

I wasn't sure if they also needed to call the NGAS ingestion at this time, so yell if I messed that up.

I still need to test them both on dev so a followup MR is to be expected.
