Fixing curator workflow for ALMA
This workflow doesn't need to run in CV so I removed that condition to always set the instantclient path in the PATH, ORACLE_HOME, and LD_LIBRARY_PATH vars.
I tested this out on dev and had several successful ALMA partial curations.
