Change email for annihilator failure

Requires CAPO changes. Please note that the new property, edu.nrao.workspaces.NotificationSettings.vlaPipeOpsLeadsEmail, is set to workspaces-analysts-test@listmgr.nrao.edu just like ...analystEmail on all profiles except dsoc-prod, so it'll be hard to distinguish success from failure unless you change it.
