WS-2097: Added support for restores to deliver

Also:

• Fixed vela so that its naming conventions more closely resemble CASA's
• Moved renaming the restore's PPR from casa_envoy to deliver since the former writes to it in multiple, disparate places

To test:

1. Spin up your local WS compose stack
2. Look up a calibrated EB in the local WS db, all of them should be <1GB. Save their SPLs
3. Go to the web interface http://localhost:4444/workspaces
4. Scroll down to the Restore/Restore & image form
5. Enter the SPLs from above, leaving the CASA home alone (it's irrelevant since local WS uses vela)
6. Add your email address and submit!
