No Story: Moved local schema image's deps install to build time

Sam Kagan requested to merge schema-image-install-py-deps-at-build-time into 2.8.5-DEVELOPMENT

Saves ~15-30s every time you bring up the local WS stack, and no more logs cluttered with deps installation.

NB: Existing schema images will need to be rebuilt.
