No Story - Email NAASC DAs for ALMA restore_cms failures

Daniel Nemergut requested to merge email_naasc_analysts into 2.8.5-DEVELOPMENT

Changed 'cc_emails' argument for the restore_cms capability to be a boolean, and then checking for the 'mous_id' to determine which DA email list to send to.

Verified locally by killing an ALMA restore and then checking the cc_emails list in the notification container logs:
