update workflow boot script for QA directory changes

The workflow boot script verifies and enforces the existence of the lustre directory structures required for Workspaces to run as expected at boot time. This updates the boot script to add the directory and set permissions for the consolidated QA area. The old directories are left in place at this time to ensure smooth change over. They can be removed in the following release.
