WS-2792 ALMA fallback PPR

Daniel Nemergut requested to merge ws2792-alma_fallback_ppr into 2.8.5-DEVELOPMENT

This fixes the ALMA fallback PPR that will be used when the requested CASA major version differs from the cal's major version. I grabbed a PPR from an ALMA restore on prod and the major difference was the procedure's processing command.

Ticket WS-2793 will need to fully understand the way PPRs should be built and will probably do away with this logic.
