WS-2324: Allow the user to create an image request if the calibration is good, but the image is not (calibration + image capability)

In the request operations component, made the "Create Image Request" button also display for a partially-passed standard cal and image result, and moved logic for whether or not to display that button from the HTML to the TS.

Below are screenshots of the original cal + image capability request as well as the image capability request created after partial passing the cal + image results.
