No story: Migration script fix

Daniel Lopez Sanders requested to merge no-story-migration-script-fix into 2.8.6-DEVELOPMENT

This resolves the following issues I encountered when trying to run this upgrade locally:

  1. A 'unique constraint' failure where the PPR was inserted after having already been inserted in a previous alembic revision (44d35e7c3300).
  2. An error where the CASA matrix CASA version with an ID of 33 was not in the local database. It is now inserted if it does not exist, but in a way that will not break dev, test, or prod (which already have this change on them). Currently being discussed and considered.
