WS-2683: Change the link for weblogs no longer on spool.

Brittany Faciane requested to merge weblogSaving into 2.8.6-DEVELOPMENT

This will be accompanied by a change to the edu.nrao.archive.configuration.JanitorSettings.cacheDaysToKeep capo property to make it 365 and to the cron job that runs the annihilator to start using the cache flag.
