making workflow requests actually submit via vulture in docker

Charlotte Hausman requested to merge SSA-6696-capability-queues into main

added vulture to requirements.txt for workflow server vulture turned out to depend on null so added that too (might want to discuss how to handle requirements needed only for testing later)
