No story: account for if there is not certain project info

Made proposal info button be enabled only if there is proposal info to be seen, and made a tooltip that displays an appropriate message if the project title, abstract, or project code don't have a value.

Also, accounted for no project observation types; only iterate over the list of them if the list has any elements, and displayed an appropriate message if there are no observing types.
