Fix vlass cube envoy python path

Charlotte Hausman requested to merge fix-cube-envoy-python-path into development

VLASS pexes don't include their own python venvs like the WS pexes, therefore we need to make sure the path to our python3.10 install is available for planescraper. This was already put in place for pimscache use in WS2.8.3

This also fixes a bug in the alembic downgrade script
