WS-207: Dockerized HTCondor setup

The goal of this MR is to:

• Set up a working local containerized HTCondor cluster
• Set up a working dev containerized submit host that's integrated with the testpost HTCondor cluster
• Integrate the HTCondor cluster with the existing system:
  • Create automated PEX building and deployment process for local
  • Create automated PEX building and deployment process for dev/test
  • Modify existing workflow templates to properly execute PEX workflows (based on their location within the FS)

  • Implement the use of condor_submit to submit workflows in the Workflow Service if the proper CAPO property is true
