WS-233: ALMA rawdata fetch

WS-233: Proof of concept -- fetching ALMA SDMs and BDFs. DB and service calls are mocked out.

CAVEAT: at the moment some tests must be executed locally because we don't have access to ALMA DB Capo settings in the workflow container.
