Finishing touches for WS-207

Goals of this MR:

Workflow templates:

  • Update std_calibration to use PEX format (and to use productfetcher)
  • Update test_download to use productfetcher

Local environment:

  • Fix permissions error when copying wf_framework scripts to workflow directory
  • Add retry loop to PEX building command to prevent it from failing out
  • Remove creation of user submituser as we decided to use vlapipe to submit jobs
  • Updated local environment so that test_download workflow successfully runs in the local cluster

wf_monitor

  • Updated wf_monitor to make "looking for log file" timeout work as intended
