Small dev environment fixes

Nathan Hertz requested to merge WS-207-small-fixes-for-dev into main

Workflows:

  • CAPO_PATH env var assigned to /home/casa/capo for download and calibration workflows
  • Calibration workflow copies PPR and metadata.json to execute host

Workflow container:

  • /home/casa/capo mounted to dev workflow container

Condor config:

  • Workflows now run as vlapipe on the execute host
