WS-508: ingest_envoy structure and integration

• Integrates all parts of ingestion preparation: collection script and manifest building
• Sets off ingest pex from archive

NOTE: I am fully expecting to toss this branch after Nathan and Janet's MRs go in. I just don't want to try and deal with merging two different branches into this one. This is just so people can look at the rest of this system since we can't integrate it yet
