WS-516: `ingest_envoy` sends ingestion-complete events

  • Implemented ingestion-complete message sending upon successful ingest script run
  • Added ingestion-complete message handler in capability service that sets ingested flag to True
  • Tests for all changes and additions
  • Added a few new "known issues" to the page
