WS-541: Production HTCondor submit host configuration file

Changes:

  • Add new production HTCondor configuration file
  • Renamed Dockerfile.dev files for our services to Dockerfile and made them work for all environments
  • Informed relevant configuration files of the above changes
  • Rebuilt to ensure it builds correctly
