Adds the ingest command from the archive, version whatever is in main right now.
The setup.py and requirements.txt are completely different, this may affect the build.
I expect there are lingering problems we won't discover until trying to ingest with it.
Note that I'm not editing the code at all, other than the import statements to get it to run.
