WS-601: Rewrite/refactor ingestion manifest builder to pass disabled tests, part one

• updated testing image manifest filenames to match values in example manifest
• reverted to passing strings rather than enums to IngestionManifestBuilder
• began refactoring ingestion artifacts creation

TODO:

• re-enable remaining disabled tests and rewrite/refactor to make them pass
• implement pending tests
