WS-601: manifest builder now includes ingestion artifacts in image output science group

  • ingestion artifacts now appear in manifest
  • extra "additional_metadata" line at bottom of manifest is gone

additional bug catchers:

  • enforces use of canonical telescopes and science product types
  • checks for correct argument types in IngestionManifestBuilder() parameters
