WS-589: Transplant `carta_valet` from archive into our repo

carta_valet

  • Transplant carta_valet from archive to workspaces (automatic PEX build was successful)
  • Removed/updated some leftover bits that were left when copying the setup.py from the notification service
  • Refactored tests to use fakeredis package instead of redislite because I couldn't get that package to install; updated tests to pass

Closes WS-608 and WS-618
