Refactoring system_mediator

  • Refactored for use outside and inside the workflow container
  • Refactored to remove ssa-workspaces dependency - mediator now makes REST calls instead of directly sending AMQP messages
  • Now pexable
  • Added new submit workflow ability for workflows that create but don't submit due to errors
  • Needs new tests
