Last of `CapabilityInfo` tests and Known Issues page updates

  • Removed mock_capability_info's patch from CapabilityInfo.save_entity, and refactored tests to compensate; now all of our tests are utilizing true DB actions
  • Finished off tests for all CapabilityInfo functionality
  • Updated Known Issues page, removing gripes and bugs that no longer affect the system, and adding a few new ones
