WS-840: Version-specific capability launching/submission

Nathan Hertz requested to merge WS-840-correct-create-execution into main
  • Removing the ability to submit from the list of cals page, since submission should happen on the version level
  • Allow submitting of specific versions in the UI
  • Removed submit_capability_request endpoint; modified create_and_submit_... to simply submit for the latest version
  • Capability submission/launching is now version-specific
