WS-864: QA for std_cms_imaging

  • Update NotificationService.notify_ingestion_complete to handle std_imaging ingestion-complete notifications (thank you @chausman for the fix!)
  • Schema change to make the state machine of std_cms_imaging a single-QA machine
  • Schema change to simplify std_calibration's associated_workflows column
  • Tested on dev and confirmed to work
