Moving alembic into shared/workspaces

Daniel Lyons requested to merge WS-921-move-alembic-into-schema into main

I tested that I could run the schema container but I did have to rebuild it (with docker compose -f docker-compose.local.yml build schema). After that it did run for me. It's likely I missed something though. Let me know if it is broken, especially @akapusci
