Add Mark's notification templates

Daniel Lyons requested to merge WS-890-notification-fixes into main

Obviously includes quite a bit of work in many different areas of the system.

The big ideas here are:

  • Removing bespoke notification code
  • Making all notifications go through the SendNotification action
  • Making all notifications send basically the same information to the notification service
  • Adding the templates that Mark defined
