First round ws_metrics updates

Charlotte Hausman requested to merge update_metrics into main
  • renamed old download_metrics view to stop clashing with AAT view
  • moved access to ws_metrics outside of workflow container, is now accessible via pex area
  • restructured query generation and database calls for simpler additions and code reuse
  • still needs reporting to a file implemented
