WS-601: Fixed broken EVLA CAL test due to manifests for this type of ingestion not having a "calibrate" parameter. This required introducing the assumption that "ngas_ingest" is always true for both standard imaging and EVLA CAL.

* manifest filename now `ingestion-manifest.json`
* EVLA CAL ingestion artifacts file contains only the manifest
