- mark VLASS workflows as cleaned on completion so they don't clog up Annihilator's logs

Fixing the collector and ingest script paths to use the sbin path defined in capo since they're no longer copied into the container

This reverts commit c0f8f57a.

Setting ngas_ingest=False when archive-ingestion.skipNGAS=true exists in the capo config, otherwise defaults to ngas_ingest=True (current behavior)
