- Add columns to tables workflow_requests and capability_requests
 - Make the updated_at column auto-update in the database for both

 - REST API for Workflows is significantly revamped

Renamed Condaless.dockerfile.v2 to Dockerfile.base

 - Fleshed out object model some
 - Replaced request object of SQL Alchemy session with WorkflowInfo instance

Added an sql script to create the tables.  This is a temporary measure until I can get a working alembic environment.
