WS-1893 curator workflow

This makes a new workflow and capability to run curator. It also adds a form to the WS homepage to submit a curator capability request.

It'll probably require some tweaking, but it ran locally to the point where it created a workflow request. Beyond that it'll depend on !1473 (closed) to have curator callable within ingest_envoy.
